Design:

The pitch of the teeth can be anywhere from fourteen to thirty-two teeth per inch (tpi) for a hand blade, with as few as three tpi for a large power hacksaw blade. The teeth are arranged in a manner of wave to provide clearance when sawing. But the set changes may vary as per the utility of the blade from tooth to tooth smooth curve or rather alternate left and right set of teeth.

Whereas, blades that are made by using allot steel are a kind of all purpose blade, ideal for cutting soft metals, like aluminum, copper and mild steel. Their use has prominently grown today, as their prices have dropped to be comparable with the older blades.

Mechanism:

A power hacksaw (or electric hacksaw) is a type of hacksaw that is powered either by its own electrical motor or connected to stationery engine. Power hacksaw may or may not be stationery machines, they can be portable also. Stationery models are built with a mechanism that when the saw blades lifts up, on the return stroke some coolant is pumped in to prevent the saw blade from overheating.
